- The story opens in a child’s dream world where toy trains come to life. The ensemble introduces themselves in “Overture / Entry of Trains” and “Rolling Stock”.
- Rusty, a steam engine, dreams of winning the championship race and winning the heart of Pearl. He expresses his determination in the song “Crazy”.
- Greaseball, a macho diesel engine, and Electra, a flashy electric engine, arrive to race, flaunting their power in “Pumping Iron” and “AC/DC”.
- Pearl, the elegant observation coach, sings “I Am Me”, caught between choosing modern strength or heartfelt sincerity.
- Rusty feels dismissed and outdated, but still hopes Pearl will see his true worth. Pearl’s uncertainty is shown in “Make Up My Heart”.
- Poppa, an older steam engine, encourages Rusty to believe in the mythic Starlight Express, introducing hope with the song “Starlight Express”.
- The first round of races begins. Greaseball and Dinah win their heat; Electra and Pearl win theirs. Rusty and Belle are eliminated.
- Poppa enters the next heat in Rusty’s place and wins. However, he is too tired to race in the final and urges Rusty to take his spot.
- Pearl switches partners, choosing Greaseball for the final. Dinah sings “U.N.C.O.U.P.L.E.D.” in response to being dumped by Greaseball.
- Rusty feels hopeless, but prays for guidance. The legendary Starlight Express answers, reviving his spirit in “I Am The Starlight”.
- With renewed determination, Rusty re-enters the final race, this time teamed up with Dustin, a freight truck.
- Meanwhile, the sneaky caboose C.B. causes a crash between Electra and Greaseball during the race, removing them from the competition.
- Rusty wins the race. Greaseball and Electra, humbled, admit defeat in “One Rock ‘N’ Roll Too Many”.
- Rusty finds Pearl, and she realises his love is genuine. The two reunite and commit to each other in the duet “I Do”.
- C.B.’s sabotage is exposed, but Rusty shows forgiveness rather than revenge, proving his maturity and leadership.
- Poppa offers to rebuild Greaseball as a steam engine, and the formerly rival trains embrace unity and self-worth.
- The entire company joins together in the uplifting finale “Light at the End of the Tunnel”, celebrating belief, renewal and self-confidence.
